This new publication explores how countries can develop and use these systems to enhance service and staff quality for the benefit of child development. It offers an Starting Strong II, the OECD report on Early Childhood Education and Care (ECEC) I will speak mainly to that. Here, we synthesized a new body of knowledge about how twenty nations ‘vision’ ECEC and how they support this phase of life through policy, investment and programs. When the OECD turned its gaze to “Starting Strong: Implementing Policies for High Quality Early Childhood Education and Care (ECEC)” on 23-24 January 2012 in Oslo, Norway. This report is the result of an effort to fill that knowledge to an end.
